Government Launches New Procurement for Innovation Playbook
By Procurement Desk · 07 November 2026
A new Cabinet Office guide provides a framework for using the Procurement Act 2023 to drive technological advancement and improve public sector supply chain diversity.
The Government Commercial Function has released the Procurement for Innovation Playbook, a strategic guide designed to help commercial leads and programme managers use public spending to foster new technologies. Recognising that the UK government spends over #400 billion annually, the playbook frames procurement as a primary lever for shaping markets and accelerating the delivery of mission-critical outcomes.
The guidance encourages a shift away from risk-aversion, suggesting that a failure to innovate can lead to over-reliance on a small number of dominant suppliers. Instead, it promotes a balanced portfolio approach where well-governed risks are managed to allow SMEs and scaleups to participate in government contracts. This is intended to build stronger domestic supply chains and ensure the UK remains a competitive environment for emerging firms.
Practical tools within the playbook include a RACI matrix for innovation projects and advice on using the Competitive Flexible Procedure under the Procurement Act 2023. These methods allow for iterative testing, prototyping, and phased development, giving buyers the freedom to refine requirements as solutions mature. For procurement professionals, the key takeaway is the move towards outcome-based specifications rather than rigid technical requirements, which invites broader market participation.
